No, it's the other way round. And Modules are renamed to plugins. csphere/themes/ is what was before the templates-Folder. This is the main theme, you called it skin. This fits :-) csphere/plugins/[plugin]/templates/[frontend|backend]/ are the "old themes", the specific design of the formulars etc. of the plugins A change is also that all files corresponding to a plugin are in one folder, not as before in 3 or more.
